I'm doing something along these lines for my final year project. It's
being written in Apache/mod_perl and the major features are:

Content management
Users, groups and permissions - fine grained permissions system
Customisation - allow the user to change the look and feel of the site
Themes - preset themes, or allow content provider to create them
Plugin API, with a few plugins such as page counter, guestbook, etc
installed by default.

That's it for the mostpart. If you want to know more, let me know. I'll
be releasing it under the GPL, before May, as that's when it is due :)
