Couldn't this be based on a simple task management module? That is, develop
a task management module, and then hack it a little to become a software
testing task management module? This is somewhat like the approach I would
be taking for, for example, a FAQ module, which would be based off the
content management module.

I've done some further thinking on my wee project over the weekend, I'll do
a wacky white paper this evening.
