Nah, I need something that will push this into static HTML documents, along
the lines of Yahoo/Geocities.

It's for Foot.ie, where I offer free hosting to soccer sites. One of my
requirements is that webmasters should carry a Foot.ie banner on their
homepage, but I've had people chancing their arm with placement and even
removal, and I don't want to delete their sites for something as simple as
this.

So rather than rely on them, I want to push a Javascript into all HTML docs
on their site. The Javascript will in turn load a phpAdsNew banner code and
set a cookie to tell the browser that the ad has been viewed (and not to
show it again).
