The behaviour of chfn can be tuned via the /etc/login.defs config file.

Specifically, it's possible to enable/disable the password check
mentioned
above and also chfn can be restricted to dis-allow a user from changing
their actual name (as opposed to any of the other info) - useful enough
in guaranteeing username <-> login consistency.
