I bought two laptops recently from Dixons - same deal, both were missing
power supplies. They are in fact under warranty (I was very careful to
confirm this before buying). One worked fine once I got the power supply,
the other still isn't working but when I brought it back to Dixon's they
gave me a number for their service centre and if they can't get it to work
(they won't) then I can exchange it. I think they'll replace most parts,
but from what I can see the mbd's shagged and I imagine they'll offer me an
exchange before trying to replace that.
The TI machine you're talking about does actually turn on and just gives up
on boot presumeably 'cos it's got no power. I reckon it's a pretty safe
bet. Of course I'm loath to reccommend that you buy it 'cos I had my eye
on it to exchange for mine once the Dixons 'Engineers' have looked at it.
Ah well...
BTW: The specs I got for that machine on the web were 8m RAM, but then
maybe you looked at the mem count on boot or something.

PS: It (or at least a pretty similar machine) will run Linux fine.
