Try doing something like:
ATW2
ATDT<ISPnumber>
and see what the connection speed reported is... another thing to try is
setserial /dev/ttyS<modem port> spd_vhi
and see if the connection is any faster. If not then something else is
going silly, check a ping to www.isp.ie
