Many of them do : it'll cost you around 3k-3.5k per year to have your own
machine hosted. It's your machine, so no-one else physically touches it,
you have root, and you can do whatever you want with it, bandwidth contraints
allowing.

Alternately, you can find someone who already has such services in place and
pay them a smaller fee. For example, a group of 16 private people (I'm one)
recently got together and arranged just such a deal, so we now have our own
private server on the net full time, and have root access. As long as you
get a bunch of people together, you can get such services for a fairly small
amount of money.
