First post! by me, that is, to this mailing list.

Seriously though - it would greatly help the WINE project (as /. pointed
out)
It wouldn't surprise me if they did. I'd already had the feeling for a while
that MS have "given up" on the desktop. This way they plan to keep Windows
apps the first choice for developers to write for, even if less people use
Windows itself. PE (the win32 exe file format) vs. a.out/ELF. It would keeps
sales of Office/VB etc. etc. up. In fact it would INCREASE the revenue there
because developers might end up using VB on their linux box because both
Windows+Linux users would be able to run the resulting program!

It probably won't work out like that. They'll probably use something silly
like the Apple or Sun License ("hackers do the work, we take credit, you can
modify Windows but NOT take pieces for other projects like WINE")
