Hm. I think this is basically a stty issue, and I imagine it's
something to do with mgetty trying to use modem flow control. I use
agetty, which has a "-L" flag - use 'local' flow control rather than
'modem' flow control - my inittab has:
T1:23:respawn:/sbin/getty -L 115200 ttyS1
I imagine mgetty has something similar.
