You shouldn't have to re-install to change keyboard layout ... If you're
using SuSE you'll need to run YAST as root, in RedHat based Distros you can
use the config tools provided, they're usable, although 'purists' seem to
hate them !!
Debian (and by inference Corel - which is based on Debian) also have tools
for the job, I can't remember them offhand, although with Corel it *should*
only be a case of looking at the menus in the Window manager to find the
config tool.
The 'real' techs on the list can probably tell you which line to change in
the xf86config file (probably the one that mentions Keyboard 102-US or
something similar) for X based keybaord mappings, if your terminal is also
having these problems it's in the terminfo file AFAIR
*usual caveats apply, check elsewhere before using any of my advice in
critical areas
