The wires need to be switched, it's the same when you go to a variety of
different places, e.g. Germany/Australia/France/UK/Ireland & US all have
different pinouts, so you need to either get a modem that can adapt its
signals (Psion Dacom Gold Card is one) or get all the 5 million adapters
that will do the job.
FWIW Ireland phone -> UK modem is

(swap outside pair for the middle pair on opposite ends)
I don't know if it's direction specific.
