I'd have to agree with Dave on this one. Apache is one of the most
robust webservers around especially in comparison to IIS. The problem
with IIS is that it is a server largely designed for a relatively
clueless market in comparison to Apache's market.

Actually the ASP (not the two recent bugs of course) is the best thing
about IIS as it allows persistant connections to databases. This means
that a connection to the database does not have to be set up and torn
down with each hit. PHP and various Perl modules have already a long way
towards a similar solution for Apache.
As another simple solution you could use MySQL and PHP though I would
not recommend this for a text intensive application since as far as I
know MySQL still does not have subqueries. However the tools available
for converting Access<>MySQL are excellent and can be used very easily.

With the GUI setup, Webmin could be used. This is a web based admin tool
for setting up Apache or alternatively Comanche could be used.
If you really want a webserver that runs on Linux and is geared towards
serious database work (not the toy applications that IIS/NT runs)
consider AOLserver. (http://www.aolserver.com) AOL happens to run one of
the busiest sites on the web on this product. It uses TCL as a scripting
language and has native drivers for a decent databases. It also has the
honour of being recommended by Philip Greenspun in his books and on his
site (http://photo.net).
