What username is the webserver running as?
'nobody', I assume
So, does nobody have read access on the home dirs?
Before you mess about you could open one terminal as root
to mess with the config files AND another one where you
'su nobody' and try to 'dir ~cormac' until it works.
Probably barking up the wrong tree!
