AFAIK this could be just a part of Micro$oft's response to Judge
Jackson's findings that they be broken up in the antitrust case. They
issued their own proposals on sunday I think, and part of it was that

"[Microsoft] be required to provide software developers information they
need to build their products in a timely way. The judge had found that
Microsoft did not provide such information equally to its customers."
