I know it's heresy , but there's a download (http/ftp) client for windows called gozilla, that includes the ability to limit the download rate, amongst other features. May be useful for some - esp. in office situations where you don't have a choice for the gnu generation :)

 How hard would it be to set something up to limit any FTP connections
that I make from my desktop to a max of 4kb/sec or something ?

 I like making use of mirrors, but when I do, it floods our poor little
leased line - so something to throttle it would be good..
