NTFSDOS is available from http://www.sysinternals.com

There is also a version that allows limited write access to the NTFS partition,
but there's a fee for that,

You can get the utility on all the usual "hacker" sites. I can probably
locate a copy for you if you like. I thionk it's called "ntfsdos" os some
think like that.
