No, that doesn't work, because you can't create a button there for a new
application, only for one which is already exists in either the standard
tree or in your local tree. Fergus Daly said

and that appears to be correct. I tried using the standard tool under K to
add any old application to the panel, and then modify its properties to
point to what I want (an app. in a new directory under
.kde/share/applnk/Local) but thats not a flier because you can't modify the
.kdelnk file called using the properties. In the end, I had to modify
/home/niall/.kde/share/config/kpanelrc by hand.
