If win95/98 installer can be told to NOT modify any MBR's
during the install then creating the bootdisk is easy
enough (just modify the msdos.sys variables WINBOOTDIR etc.)

If not, then it's gets complicated and I'm not sure
but I have a question:

If you move a drive with Linux on it from say
Primary Master to Primary slave just changing the
/etc/fstab should be enough (or is this scsi?)
ie.
/dev/hdc1 / ext2 ...
instead of hda1
But can a similar thing be done for Windows?
ie. can you put something in autoexec/config/msdos.sys
so it'll remap c: to e: or something (There is
something but I can't remember it)

If so, you could remove your current disk and
insert the new one and install. Removing the disk
is to make sure the installer can't change anything
but now win9x thinks it's on the c: and when you
reinsert your current drive as Primary master
and boot off the floppy to the e: which
win9x is now on it thinks it's still on the c:
(this is why I mentioned /etc/fstab)
