xntpd tries to gradually adjust the clock towards
real time to avoid stepping the system clock, and
is very reluctant to step time backwards, to minimize
the effect on any time-dependent stuff.
However, when you're just after booting the machine,
steps in the system clock are not as undesirable, so
we use ntpdate to "step" the clock to within a second
of real time, to make life easier for xntpd when it
starts.
And, since ntpdate uses NTP to get the time, the best
thing to put in step-tickers is a list of your NTP
hosts.
