apachectl is an executable which makes it easier to start/stop/reconfigure
apache, you can do whatever you like with it, it won't affect the server
that's running. It's just a little utility program that makes some things a
little easier to do, in fact some distros didn't even include it until
recently.
You could do almost anything you liked to any file on the system and apache
probably wouldn't stop, that's not to say it would start up properly the
next time but once it's running it should stay running until you tell it to
stop.
Why do you want to copy it?
