[ILUG] Dial-up IP: how much meddling is going on?

I once assumed that ISP dial-up accounts gave you raw unhindered IP access.
However I am starting to suspect there is a lot of pricking around
going on (with Eircom in particular).

Example: large file uploads via HTTP no longer seem to work reliably with
Eircom. They seem to have a transparent proxy in place which pricks around
with the HTTP protocol.

Does anyone know for a fact what level of meddling is going on with
dial up IP access by the various ISPs?
