There is a Windows registry setting that you can use to tell the
clients to use plain text passwords. It's documented in
/usr/doc/packages/samba/ or there abouts.
I posted a inline .reg file a few months back for merging the
settings in to the registry - should be able to find it in the archives
somewhere (or just create a new version of it; remember to save it in dos
format).

#ho hum, NT box works for 2 years fine, then this morning refuses to
#authenticate anyone!
#So it's up to me to fix it, but everything looks the exact same as it
#did yesterday..
#
#That's why I'm moving everyone over to a Linux box running Samba.
#The biggest problem yet is getting win95 and win98 clients to talk to
#it. Win95 uses plain text passwords and win98 uses encrypted. "Using
#Samba" by O'Reilly recommends using an include file with the
#OS-type but
#don't provide any simple example.
#I presume others have done this, and I'd really appreciate a look at an
#smb.conf and related files that allow both types of logins..
