Certainly that Michael Everson is the right man to ask for all of those
questions.
IIRC hes incredibly active on the unicode list and the man in charge of
previously
getting ogham into unicode, and currently standardizing the Lord of the Rings
Tengwar and Cirth scripts into (pseudo ?) unicode.
