I assume it's starting sshd1 for legacy support. Check the
/etc/sshd option file (wherever v2 puts it) and turn
off ssh1 support.
Also, consider using openssh, it's got a much nicer license, and
isn't about to have random license changes due to ssh.com...
(It also supports v1 and v2, I think seamlessly, and is actively developed
by the openbsd people, originally, and various BSD and linux ppl also)
