I'd say you've either deleted/renamed it or you never installed the
netkit-base rpm because /etc/inetd.conf is where it should be at. Try
rpm -qil netkit-base
to see if it's installed.
Is inetd running? If so you could use ps to see if a different config file
was specified, or have a rummage in /etc/rc.d/init.d/inet .
