But all the Irish ISPs ultimately pay someone for transit.

There is in my view no real reason why the big Telcos shouldn't connect to
INEX and only announce their Irish routes. It would make a lot of sense,
and potentially save everyone a small percent of the cost of expensive
international links to backbones.
