if you try a rpm -q foopackage
It should tell you it is installed.
You need to drop the .rpm from the end of the package name when doing a
rpm query.
In general you can also drop all the version info.
e.g package barpackage-1.2.3.rpm
you can simply do rpm -q barpackage
