I nothice you have no Sxxyyyy links there at all. My rh7.0 box has 2:
S00killall and S01reboot
in /etc/rc.d/rc6.d while rc0.d has
S00killall and S01halt
all are links to /etc/rc.d/init.d/[killall | halt | reboot]
Try making those symlinsk there.
