I think what kevin's after (If I know where he's coming from) is that you
have a group of people who share access to an encrypted file, but inorder
to decript this there needs to be some form of teamwork with one person on
their own being unable to do so with out the cooperation of *any* other
member of the team.

as to which person the file goes I'd imagine that it's not as vital as
might seem.
