A T3's raw capacity is 45Mb/s. That's a *lot* of bandwidth.
Most providers would charge based on usage; a typical bandwidth
charging model would be that you decide on your pipe's maximum size
("burst rate"), and are charged based on either average bandwidth
usage, or (more commonly) the "95th percentile" - ie : the measurement
point below which 95% of bandwidth measurements fall. There's a
minimum charge based on your "burst rate" - typically you would have
to pay for bandwidth of 10% or 20% of the "burst rate", even if your
actual usage is less.
Example : you decide you want, at maximum, to be able to send 45Mb/s
of data (a full T3). A likely charging model would be that you pay
based on the 95th percentile of data (bandwidth usage is measured
every five minutes, the top 5% of readings are discarded, and the cost
is based on the next-highest reading), but you must pay for at least
9Mb/s (20%).
On average, costs for pipes of this order are approximately 600 to
1200 pounds per Mb/s per month in the 1-15Mb/s range, and a bit less
as you get up to higher usage. Saturating a 45Mb/s pipe on a regular
basis is likely to cost you around 20,000-30,000 pounds per month.

Each operator is likely to explain carefully to you that their
architecture is the best. For what it's worth, it might be worth
investigating a "managed service provider" like Inflow, Worldport or
the Wolfe Group, who would provide colocation and management
facilities with connectivity provided by *multiple* ISPs, which might
be a little more reliable than a pipe from a single ISP. This won't
apply if you want a high-bandwidth connection to your head office or
whatever, of course.
