It's certainly very damaging to OpenBSD to suddenly lose its only standard
firewall package (what percentage of OpenBSD installations are used as
firewalls?). OpenBSD 2.9 is due start of June, if ipf is also removed from
that (I have my doubts) then they have honestly fucked themselves over.
For Darren Reed's comments on the current situation with the other BSDs (as I
mentioned before, FreeBSD and NetBSD come with ipf) check
