Nope...that isn't the case. Microsoft require OEMs to lock the windows setup
program to a vendor ID string in the BIOS.
Most OEMs (including Dell) ship a locked OS install CD and a drivers CD.
You can install just the OS on a partition of your choosing and dual boot,
but you will not be able to install the OS in a vmware virtual PC, becaure
the vmware BIOS doesn't say "Dell".
