Did you check the error logs? that'd be the first place
to check...
Is your AccessFileName directive correct in your config?
Default is: AccessFileName .htaccess
Also, are you sure it's not just ignoring whats IN
your .htaccess ? e.g. if its a password protected
resource then it'll be ignored unless you allow 'AuthConfig'
it won't spew an error it'll simply ignore it and
not password protect anything.
