Does the BIOS list the drive correctly at the start?
hdb is primary slave so check the drive for a jumper that lets you select
whether it works as a master or as a slave.
Make sure all cable connections are secure and that the drive is connected
to the power supply.

If nothing still works, it is probably damaged.
