My question was pretty much rhetorical. I agree entirely that the
address list cannot be distributed. Which makes me all the more curious
how you expect us to properly implement said filtering at the MUA.
That said, if it were a desirable way to proceed, it should be possible
to publish a list of md5sums of each address on the list, which could
then be matched by procmail.

Then you're back into manually spotting spam from non-spam with no
practical automated means of adding new addresses.
