 It's a developer whose company also bought into the hype, and thought he
could make money selling stuff.

 Chapter 11 just means "We have a valid business plan. If all our
creditors ask for their money now, we'll go under and no one gets
anything".

 A number of people have been laid off/owed wages, but it's likely they
will be paid later. So, they are downsizing. Basically, they bought
licenses to port games from companies, and were badly stung.
