XF86 4.1.0 should see you well http://www.xfree86.org
Radeon is supported by DRI http://dri.sourceforge.net
Basic TV-Tuner functionality is available at
http://www.linuxvideo.org/gatos/
I'm not sure what the current status is.....it seems pretty good though.
The AIW Radeon comes with a Rage Theatre Video encoder/decoder.
You'll probably need to know that later on.
The Irish/UK standard is Pal-I, you'll probably need to know that too.
