Looking at his instructions the easier thing to do would be:
[a] not boot your computer at all
[b] wipe it and install another opsys (but have no web browser as they
all store cookies)
[c] learn what these files are actually for

From what I remember of that site, the author is crazy.
It's a steve-gibson-esque rant about the "hidden" "secrets"
stored in the Windows temporary internet files directory and
in the swap file.
