[ILUG] creating /var/spool/mail

I'm trying to create all the accounts from an old server onto a new one.
Old: kernel-2.2.5-22
        sendmail-8.9.3-10
New: kernel-2.4.2-2
         sendmail-8.11.2-14
When I create the account it doesn't have the /var/spool/mail/$USER dir.
Anyone know what creates that dir?
