[ILUG] Checking for IP protocols

Anyone know of any tool along the lines of netstat, lsof or fuser that'll
let you check for the existance of progs listening on IP protocols other
than tcp/udp? I'm talking about protocols such as GRE(47), ESP(50) and
AH(51).

I though ntop would do the job for me, but it's using the other sneaky
definition of protocols (application protocols such as ssh, ftp, http,
etc.).

As an aside does that naming inconsistency bother anyone else?

I know I can use tcpdump, but that assumes that I want to use it
interactively and that there's traffic happening on those protocols.
