Yes. They've been doing a lot of work recently on RPM versioning, dependencies,
etc., and it's become a lot more stable and powerful now.

Yes, you just configure it to use a specific directory as a cache, which can
of course be remote-mounted. Can also be told to use proxies, firewalls,
username/passwords, etc.
Once any machine using the cache has successfully downloaded a specific file,
it will automatically be used locally should any other machine using that
cache request the same file.
Synchronisation can be done either through red-carpet itself, or simply by
using something like wget or rsync on a known remote Ximian mirror for the
relevant channels.
