it freezes on reboot

if you do a shutdown -r it goes through the normal routine and says
"Restarting system." but instead of rebooting and jumping back to the bios
it just sits there.

even from a boot / root disk
it works normally but when you ctrl alt del to reboot the machine hangs and
wont accept any further input

At what point does it freeze?

        Going into X?
        Loading Modules?

Can you boot into single user mode

ie LILO: linux single

if so, anything in the logs?
