The short answer to your question is 'dd'
The long answer, involves loads of questions relating to
hardware config on old and new machines, manufacturers of
both hard drives, exact models of both drives.. and
your general intent...
dd may help if old/new are identical, it may not work if
old/new are different (even in subtle and seemingly
insignificant ways)
