as root:

/etc/rc.d/rc5.d/iptables stop
/etc/rc.d/rc5.d/ipchains stop

You should then be able to get to the webserver from outside (assuming of
course that this is the problem).

will *totally* take down all filtering. If your on a local lan and trust
everyone this should be fine, but do give some thought to whether you are
opening yourself up.

Other more firewall clued-in types will no doubt be able to help more in
configuring a firewall.
