I haven't installed TeX in a long time (comes pre-set-up with many
installations) but texmf.cnf might be critical: stores config info.
Find it and read the comments, perhaps.

Another option is to play with kpathsea -- tells you what TeX can
see, has a good man page as I recall.

Tip most likely to help: comp.text.tex.
