I suppose you could compile your kernel specifically that way, but why
wouldn't the module get loaded automatically?
I'm running Mandrake 8.1 here, which has a highly modularised kernel.
Mounting a cdrom loads modules for isofs. There doesn't seem to be a
module for ide cdrom (ide-cd.o). It's compiled into the kernel.
If you have to compile a new kernel you're going to need a reboot anyway
