I never saw it as POP hanging, but a problem caused because POP
copied the users mailbox before making changes, and then copied and
merged the new mails back in.
So said same joe luser would have 10Mb in his mailbox, with the
'leave mail on server' check box clicked on his brower - and
have his mail client setup to check every minute..
So once per minute the server copied 20+mb of mail for this
idiot - and he didn't download it..
Group 50 of those first thing every morning - and you've got a
busy pop server - and unhappy users... especially the nicer ones
who do download all their email when they connect, and only
connect 3-4 times a day

I heard stories of one ISP (well, its more than stories - I know the
details - but lets leave it vague enough not to name names..) who
identified their *worst* offenders (the people who despite having
the details of the problem explained - failed to see why it wasn't
their god-given-right to store 400Mb of mail on your server ),
and having gotten the list of these offenders - sent them an Xmas
gift of a free CDrom from one of the other ISPs.
