It's a nice axiom, I'll give you that. Spend a little time digging in
the contrib directories, however, and you may find it breaks. Not
saying you will, just saying you may.

RedHat provide the headers as part of their up2date tool. Still, I
think the updateme.pl script I hurled coped with most of what I threw
at it, although the version comparison in the cleanup.pl script is far
better.
