That's plagiarism - it's as old as the hills and came I think from Juvenal's
Satires where it is "Sed Quis Custodiet Ipsos Custodes ?" which is Latin
('cos I know all you youngsters hav no classical education) and means
"but who guards the guards themselves ?". I suppose the author of "Enemy of
the State" is reasonably safe from being sued by Juvenal.
