If you know C, go for Wrox Press' Beginning Linux Programming, it's
decent. Once you know the info in that book, man pages should bring
you the rest of the way.

If you're looking to learn C with a view to Linux, then Sams
Linux Programming in 21 days, or something like that is your best
bet.
